FEMA to truckers with water: no paperwork so go away
From CNN, Leadership vacuum stymied aid offers:
EMA halted tractor trailers hauling water to a supply staging area in Alexandria, Louisiana, The New York Times quoted William Vines, former mayor of Fort Smith, Arkansas, as saying. "FEMA would not let the trucks unload," he told the newspaper. "The drivers were stuck for several days on the side of the road" because, he said, they did not have a "tasker number." He added, "What in the world is a tasker number? I have no idea. It's just paperwork and it's ridiculous."

FEMA fucks and sucks, so, well, get over it. This is the first time that they had to deal with such a freakin' big disaster as this, up till now it's all just been practice.
I worked for FEMA for four years and it's just yet another government foul-up, just like nearly all of governmetn agencies.
On top of it, they had a lousy boss who was a know-nothing...but give FEMA and the rest a break, if not for them and other agencies working down there, nothing would get done.
Remember that this is the biggest thing to hit the US in ages, so big that it has caused some horrible things.
Just thank your ass that it wasn't a nuclear explosion...
